Terms of use.

Effective August 28, 2026. These terms govern access to the Clearing Front Door and operator workspace.

Clearing is not affiliated with or endorsed by the South Coast Air Quality Management District. Outputs are not legal, engineering, tax, financing, filing, or regulatory advice and are not a substitute for current agency material or an authorized professional.

Use of the service

You may use Clearing for lawful business evaluation of Rule 2305 and WAIRE-related questions. You may not probe or bypass access controls, interfere with service operation, introduce malicious code, scrape protected data, impersonate another person, or use another organization’s information without authority.

Estimates and decisions

The Front Door produces modeled screening outputs from the inputs, versioned rules, and dated evidence shown in the result. An estimate is not a filing-ready figure, quote, grant award, eligibility determination, queue position, engineering finding, or recommendation. You remain responsible for verifying inputs, current rules and program terms, feasibility, deadlines, and any filing or investment decision.

Accounts and records

You are responsible for maintaining accurate account information, protecting credentials, and ensuring that people acting through your organization are authorized. Facility records remain scoped to the account and organization permissions configured in Clearing.

Neutrality and data use

Vendor identity, payment, bids, referral fees, or commercial relationships do not control the calculation or pathway order. Any future handoff to a provider requires a separate, explicit permission and does not make that provider part of the estimate.

Availability and changes

We may change, suspend, or discontinue pre-release features and may update these terms when the product or law changes. Material updates will be dated here. To the extent permitted by law, the service is provided without a promise that it will be uninterrupted or error-free.
